在中国，持有外国驾驶证或国际驾照者按照“无证驾驶”处罚，这在逻辑上不通。

道理很简单，持有国际驾照或外国驾照者不能按照“无证驾驶”处罚，你可以按照“没有中国驾照”处罚，当然，按照“没有中国驾照”处罚，等于“你没有穿中国牌子的衣服所以你是裸体”一个道理。

这就是我们中国一些法规制订者们的智商，这种智商有暴力倾向。
