此次党的十八大确立了胡锦涛主席的科学发展观思想，并将生态文明建设纳入了国家发展规划，这对于第二家园在中国的建设奠定了思想基础。

科学发展观和生态文明建设是第二家园建设的两条主线，我们的做法符合了中国政府和中国共产党的思想，可以说第二家园建设与中国政府的路线高度一致，这就为第二家园在中国的发展开辟了道路。
